From the Executive Director of ILCHVFirst, I would like to wish everyone attending the conference of the National Council on Independent Living (NCIL) a wonderful time as we all celebrate NCILs 25th anniversary. As a former president of NCIL, I am proud of our many accomplishments. At the same time that we reflect on where we have come from, we also have to look to the future, to the work still before us, and to the task of developing new leaders to confront the challenges that lay ahead for people with disabilities. This 25th year provides a unique opportunity to honor those most responsible for the establishment of NCIL: Max Starkloff, Judy Heumann, Charlie Carr and Marca Bristo. Without their astute and unwavering leadership at the beginning, NCIL would not be here today, and neither would the nearly 500 ILCs across the country.
