From the Editor

We start by congratulating Charlie Carr of Boston, Mass. Charlie is one of the founders of the National Council on Independent Living (NCIL) and a former center director with perhaps the longest tenure on the job. As you can see from our cover, he was appointed by Massachusetts Governor Deval Patrick as commissioner of the Massachusetts Rehabilitation Commission last July. Another CIL director makes it to the top rung. Mike Reynolds gets the credit for this cover story.

We also want to congratulate and thank the members of ADAPT for 25 years of activism and advocacy. The achievements of ADAPT are too numerous to mention, but they have improved the quality of life of countless individuals with disabilities beyond words. May ADAPT’s future be as fruitful as the past 25 years.

We have an editorial by John Lancaster, executive director of NCIL, on why we must be vigilant of judicial nominations.

The Vote 2008 section details a candidate forum in the Granite State CIL. On November 2nd, 2007, the National Council on Independent Living partnered with several other organizations, including Granite State Independent Living, to present a “Presidential Candidates’ Forum” in Manchester, N.H. The forum was attended by several candidates, including Senator Hillary Rodham Clinton, Senator John McCain and others no longer running. Senator Barack Obama also spoke via video. “NCIL Calls for Waxman to Investigate the Failure of the Federal Government to Employ People with Disabilities” is also featured, as is a member spotlight: on the Southeast Kansas Independent Living (SKIL) center.

This edition also includes Part II of Penny Reeder’s “For Visually Impaired People, A New Chapter in Reading Has Dawned” and “Wheelchair Incident Sparks Outrage” on the video that enraged the nation. The latter piece, by Opal Shelton Colvin, focuses on the sheriff videotaped dumping a paraplegic out of his wheelchair because she thought he was faking his disability. An ILUSA.com face lift announcement, the NCIL conference registration notice, and a brief on the temporary halting of Medicaid rules close out this issue.

Inside are our two regular columns: This Day in Disability History, by Mike Reynolds, and For Directors Only. The latter, by yours truly, compares bookkeeping and payroll services as management tools. As always, on the Web version, we have the News Summary by Dave Reynolds from Inclusion Daily Express and the Calendar of Events.
